there is a text item in the FORM and datatype is RMONEY
There is also a format mask FM9999999999990.00 on the text item.

Can the field have a negative value as in -100.00 . There are no other validations on the field.

Yes, it can.

Why didn't you try to insert -100 and see what happens?

Besides, RMONEY is here only for backward compatibility. It is recommended to use a NUMBER data type and apply a format mask which will produce a right-justified number.
