I wouldn't know whether it is even possible or not. Why would you want to do it?

Would creating it in development phase (i.e. using the Forms Developer) and displaying it (or not) during runtime do any good to your problem? You may do that using

set_item_property('block.item', displayed, attr_off);

You cann't create a text item on runtime...

i think i will have to use
set_item_property();
i just wanted to add additional text item after the execution of some specific events.
