I was just woundering is there any PL-Sql function that can tell by analyzing a STRING weather it is a set of CHARACTER or NUMBER

As far as I know, there are no such functions in Oracle. Check list of available functions.

In order to be able to check what you need, you'll have to write your own functions; or, search the Internet for (for example) IS_CHAR and IS_NUMBER - you might run into working ones.
