Hi,
While creating data blocks through wizard, there are two options one is through table or view, other is through stored procedure
Can you tell me when is the later is useful and how it is used to create data block?

Stored procedures are used by the Oracle Designer. These procedures are paired with APIs that control the various database functions - insert/update/delete - and permit the business logic which is placed in the Designer to be actioned by the Forms software. It moves much of the code from the form to the database thereby reducing your network traffic.
