Oracle's Certification Matrices will show you whether operating system you use is certified with Oracle product you'd like to install. If not, you're probably out of luck.

(As far as I can tell, MS Windows 2008 is not certified with Developer Suite 10g).

Now that the new Metalink is here, try this link https://support.oracle.com/CSP/ui/flash.html#tab=KBHome (page=KBHome&id=()),(page=KBNavigator&id=(viewingMode=1143&from=BOOKMARK&bmDocID=886936.1&bmDocType=HOWTO&bmD ocDsrc=DOCUMENT&bmDocTitle=Oracle%20Developer%20Suite%20For%2011g%20FAQ))

Without posting the contents, basically, you develop on the 32-bit environment, copy the 'fmb' to the 64-bit environment and "use the frmcmp_batch utility to generate the executables files".

I don't know what 'frmcmp_batch' is but I expect that Metalink or google will give the result.
