please

use "Net configuration assistant" from both sides, 'form and database' 'and define listener and local net service name configuration.

best regards

Did you try to set the TNS_ADMIN environment variable which will point to a single copy of your TNSNAMES.ORA file? If you don't know how to do that, search the board - it's been discussed and explained in one of previous threads.

hi dear do like this

HKEY_LOCAL_MACHINE->Software->OracleHome->RightClick NEW->StringValue and name it TNS_ADMIN and give the value I mentioned before.

C:\oracle\PRODUCT\10.2.0\Db_1\network\admin
This is just to make sure that it is reading from the right directory.

in the end copy tnsnames.ora from databse to dev.

I believe setting it as an environment variable is better.
